In its efforts to reach out to universities and think thanks outside Delhi, Indian Council of World Affairs (ICWA) has established academic linkages with universities outside Delhi. The present volume is the outcome of the joint seminar organized by ICWA, New Delhi and, University Department of Political Science, Bhim Rao Ambedkar Bihar University, Muzaffarpur held at Muzaffarpur in January 2011 to understand the constitutional evolution in Nepal. There is a belief that the failure of the Constitution Assembly to frame the new constitution has the potential to jeopardize the 2006 peace deal between the major political parties of Nepal. Further, the people of Nepal are disappointed over unresolved differences among political parties, widespread corruption, and indefinite general strikes. The root of the problem lies in the `trust deficit` among the key parties, which poses a serious threat to peace in Nepal apart from being a major obstacle in drafting the constitution. The most important task of constitution-making is the building of consensus, and developing a framework for coexistence and cooperation among communities, based on social justice, values and national identity. There is an earnest desire among the peoples of Nepal that their political leaders should come to a consensus and take the peace process forward and not squander this historic opportunity.

About Author :

Dr Saurabh, PhD, is Research Fellow at Indian Council of World Affairs, New Delhi. He worked as a senior Lecturer in Bhim Rao Ambedkar University, Muzaffarpur and at present on lien. His research expertise includes: human security, development issues and foreign policy with the focus on South Asia, especially Nepal and Bangladesh. He has written books on Human Security and Development. He edited the first Sapru House Papers of ICWA and a book on Constitutional Evolution in Nepal. He is a recipient of UGC-NET award in the areas of (a) Political Science, (b) South Asian Studies, and (c) Gandhian Thought and Peace Studies. He has presented many papers at national and international conferences in India and abroad. He has contributed for various websites, journals, magazines and newspapers. He received his PhD from Jawaharlal Nehru University ,New Delhi. Currently, he is working on human security and foreign policy issues in Nepal and Bangladesh. Prof. B C Upreti is a senior member of the faculty of South Asia Studies Centre, University of Rajasthan, Jaipur. He is engaged in teaching and research in South Asian Affairs for the last thirty two years. He has published more than hundred articles in leading journals and edited books. He also contributed in hundreds of seminars and conferences. Apart this, he also contributes regularly in various newspapers and magazines. There are thirty two authored, edited and co-edited books to his credit. At present, he is the Director of South Asia Studies Centre, Jaipur.
