About Author :
Charles F. Bingman had a thirty-year career as a U. S. Federal government manager and executive. He taught public management for twenty-five years at the George Washington University and the Johns Hopkins University Washington Center. He has done consulting assignments with various organizations in China, Japan, the Russian Federation, Botswana, the Palestinian Authority, Kazakhstan, and ten other countries. He has published Japanese Government Leadership and Management and his most recent book Why Governments Go Wrong was published in 2006.
